Independent Advocacy Rolled Out for Jersey Children in Care and With Additional Needs

Children in Jersey who are in care, preparing to leave care, or who have health or developmental support needs now have access to independent advocacy services, following a new order signed by the Minister for Children and Families.

Constable Richard Vibert has enacted the measure under the Children and Young People Law, guaranteeing government-funded advocacy for eligible young people. The change gives children a legal right to professional support to help them navigate complex decisions and ensure their voices are heard.

The entitlement extends to those subject to safeguarding plans, providing free support to help young people understand their rights and participate fully in key decisions affecting their lives.

“This support will empower them to express their views, understand their rights, and participate meaningfully in decisions that shape their lives,” Mr Vibert said.

Alongside the order, the minister has introduced a detailed code of practice outlining how the advocacy services will operate in practice.
