Two major hotel proposals set for crucial Planning Committee decision

Two significant hotel projects will go before Jersey’s Planning Committee on Thursday, with members set to determine whether each development can move forward.
At the top of the agenda is a proposal for a 179-room hotel at the Strive site in St Peter. The outline plan includes a conference centre, spa and swimming pool on land situated between the existing health club and the neighbouring rugby club.
Supporters of the scheme argue the development represents a vital multi-million-pound boost for Jersey’s hospitality industry, which continues to face challenges. Opponents, however, say the project is too large for its location in the green zone and would be out of keeping with the surrounding area.
Planning officers have recommended refusal, stating the hotel would cause a “harmful impact on the character of the countryside”. The committee, made up of elected officials, is not bound to follow this advice and will cast its own vote.
Also on the agenda are revised plans to revive the long-closed Millbrook House Hotel. The original 2021 proposal — led by gallery owner Lance Trevellyan — aimed to transform the site into a luxury art-themed hotel complete with spa and cookery school. Although approved at the time, the project stalled due to rising post-pandemic building costs.
Now, updated plans for the development, described as a £29 million five-star hotel proposal, are back before the committee. In this case, planning officials are recommending approval.
The meeting will take place at 9.30am on Thursday at the Government building on Union Street and is open to the public.
