Controversial Gorey Substation Plan Rejected Over Heritage and Visual Concerns


A proposal to install an electrical substation and bin store at Gorey’s Promenade Gardens has been turned down, following significant opposition from local residents and heritage advocates.


The application, submitted by Jersey Electricity Company (JEC), aimed to address what it described as a critical need to expand the area’s power capacity, which is reportedly at its limit. Despite the company's insistence on the importance of the development, the plans were refused by planning officials, who cited visual and environmental concerns.


In their decision, authorities said the proposed structures would negatively affect the character of the area, particularly the historic Gorey Harbour and Mont Orgueil Castle — both designated as Grade I listed sites. They noted that the design and scale of the project would "fail to protect the special interest" of the site and diminish the visual appeal of the iconic coastal setting.


Further criticism came due to a lack of detail around flood risk assessments. Officials said the application did not provide enough information to evaluate potential threats or propose effective mitigation measures.


Public reaction was strong, with 96 comments submitted during the consultation period. While some residents acknowledged the need for improved infrastructure, many raised objections over the impact on the local heritage, the scale of the proposed buildings, and the development's proximity to the shoreline.

As of now, the JEC has not lodged an appeal against the refusal.
