Deputy Calls for Age-Friendly Planning to Support Jersey’s Growing Elderly Population


A proposal has been put forward to improve Jersey’s planning policies in response to the island’s ageing population.

Deputy Inna Gardiner has lodged a proposition calling for the creation of an “age-friendly infrastructure framework” to ensure planning standards better support older residents.


The proposed framework includes age-inclusive planning guidelines, enhanced access to public transport, and the development of “10-minute neighbourhoods” — areas where essential services such as GP surgeries, pharmacies, shops, and parks are all within a short walking distance.


Deputy Gardiner highlighted the urgent need to adapt, citing projections from Statistics Jersey that indicate a significant increase in the island’s elderly population over the next two to three decades.


Planning Ahead


The proposition also urges investment in practical infrastructure improvements, including anti-slip pavements, step-free entrances, more public toilets, and increased sheltered seating in public areas.


“This framework presents a rare opportunity for Jersey to prepare in advance and adapt our public spaces, transport systems, and services before they become insufficient,” Gardiner said.


She warned that without forward planning, the island could face rising long-term healthcare and social care costs, as well as increased isolation among older residents.

The proposal is scheduled for debate in the States Assembly on 8 July at the earliest.
