Health Minister Defends Plan for New 'Stand-Alone' Health Department


Health Minister Tom Binet has proposed creating a new independent health department, described as "separate from, but integrated within" Jersey's government, to unify health services and improve efficiency.


The plan, outlined in the department’s 2025 annual plan, includes establishing a centralized 'Jersey Health System' overseeing healthcare providers, including HCS, charities, dentists, and care homes. The system would be led by a Chief Executive, supported by a Chief Nurse Advisor and Chief Pharmaceutical Advisor, with input from a partnership board representing different sectors. Funding would come from a central pool.


Deputy Binet stated that greater autonomy is key to addressing inefficiencies and fostering collaboration:"Health has been over centralised, causing adverse effects on service delivery. An autonomous structure is essential for efficiency and better relationships between healthcare bodies."


In the States Assembly, deputies sought clarification on the plan’s separation from government. Binet explained it as a framework within government while retaining staff as government employees.


Despite criticism, he defended his approach, emphasizing: "It is my department, and I stand by my actions to improve our health system for the future."
