Jersey Appoints New Prison Governor with OBE Distinction

OBE-Awarded Prison Governor Appointed to Lead Jersey's La Moye Prison


The Government of Jersey has announced the appointment of Paul Yates OBE as the new governor of La Moye Prison. Yates, currently the governor of HMP Nottingham, will officially take up the position on 1 September for a three-year term.

Mr Yates, who began his career in the prison service in 1988, was awarded an Order of the British Empire (OBE) in 2021 in recognition of his contributions to prison and probation services, particularly in reducing reoffending and enhancing public safety.


Expressing his enthusiasm for the new role, Mr Yates said he looked forward to working alongside senior staff at La Moye to deliver “the best outcomes for all prisoners.”


“My priority is to build on the excellent work already underway at HMP La Moye,” he added. “I’m looking forward to serving the States of Jersey and the people of Jersey. Throughout my career, I’ve been passionate about creating a rehabilitative culture focused on reducing reoffending and strengthening public protection.”


He succeeds Susie Richardson, who stepped down as governor in July 2024.

The appointment followed what the government described as a “detailed selection process.” Minister for Justice and Home Affairs, Mary Le Hegarat, welcomed Mr Yates to the team.


“Paul was selected from a very strong field of external candidates,” she said. “We are pleased to welcome him into this key leadership role and are confident that his broad experience will be a valuable asset to the States of Jersey Prison Service.”

La Moye Prison, Jersey’s sole correctional facility, can accommodate up to 200 inmates, though the average population is typically around 140, according to government figures.
