Greater Flexibility for Window and Door Replacements in Jersey’s Listed Buildings
Jersey’s Environment Minister, Deputy Steve Luce, has announced plans to introduce greater flexibility in regulations governing changes to windows and doors in certain listed buildings.
Luce emphasized that the updated policy would provide clearer guidance while allowing for modern materials that enhance thermal efficiency without compromising historical character.
“Windows and doors are key elements of historic buildings, but modern materials can offer improved thermal performance while better replicating the design and appearance of traditional features,” he explained.
As part of the changes, Luce aims to permit the replacement of existing plastic windows in Grade 3 and Grade 4 listed buildings with composite materials, provided they enhance the building’s overall character and appearance.
“This approach ensures better thermal efficiency while also helping to rectify the damage caused when original windows were removed,” he added.
Additionally, Luce announced the removal of the 3,000 sq ft (279 sq m) floorspace limit on new residential developments—a restriction imposed by the previous administration.
“I have been concerned that there is a perception this was an absolute cap on development, preventing homeowners from extending or improving their properties,” he said. “That is not the case, and the situation is more nuanced.”
