Jersey Considers Tougher Laws on Dangerous Dogs


Jersey’s constables have signaled plans to tighten laws on dangerous dogs to prevent serious injuries.

One proposed change targets breeds such as the XL bully, which have been linked to attacks and deaths in other countries. Last year, Jersey banned the import of XL bullies without a special licence following a rise in dog attacks in the UK.


At a scrutiny meeting on Friday, States Vet Susana Ramos said she wanted to avoid any injuries in Jersey. “We have the opportunity to act to prevent serious incidents,” she said.


The proposed measures include a registration scheme for dangerous dogs, a ban on owners selling or giving them away, and a requirement for public liability insurance. It would also become an offence to own a dangerous dog without registering it with the States Veterinary Officer.

Another potential change concerns dog tags.


Currently, dogs must have their owner’s address on their tag, a rule in place since 1961. However, there are plans to remove this requirement due to data protection concerns. Sue de Gruchy, secretary to the Constables Committee, explained that including the dog licence number — now fixed for each dog — would allow authorities to trace the owner’s address if needed.


She added, “Times have changed since phone numbers were added in 2016. Using the dog licence makes it possible for the parish to find the address without including personal information on the tag.”
