Prison Population on the Rise, Report Finds

The number of people held in Jersey’s prison has risen again, according to the latest annual report from the States of Jersey Prison Service.
The report shows that 348 prisoners were detained at La Moye in 2025, an increase of 11 compared with the previous year. Average daily occupancy also grew, reaching 175 inmates in 2025, up from 155 in 2024 and 138 in 2023. 📊
Officials said the prison faced “intense population pressures” during the year. In September, the unit for vulnerable prisoners temporarily exceeded its 60-person capacity for one week.
To address rising demand, the Journeaux Wing was temporarily expanded in 2024, increasing available spaces for vulnerable prisoners from 59 to 63. Despite this, the average number of vulnerable inmates rose to 60 per day in 2025, compared with 53 in 2024 and 49 in 2023.
Governor Paul Yates said the year brought ongoing challenges, including a growing prison population, more complex prisoner needs and continued strain on facilities.
However, he noted that breaches of prison rules had dropped significantly, crediting improved relationships between staff and inmates.
“There have been no serious incidents or dangerous events in 2025, despite the unusual challenge of managing a prison which holds men, women and young people across all security categories,” he said.
Mr Yates also highlighted the prison’s safety record, adding that there were no escapes, attempted escapes or mistaken releases during the year, which he said reflected staff vigilance and strong operational controls.
