New Duty-Free Store Planned for Elizabeth Terminal as Part of Port Expansion

Plans have been lodged for a new duty-free shop at Elizabeth Terminal as part of changes being proposed by Ports of Jersey.
The application outlines plans to relocate four existing retail cabins within the terminal area to create a dedicated duty-free outlet in St Helier.
The proposals also seek retrospective approval to continue using two existing Riders' Retreats passenger cabins for a further decade.
The move comes ahead of a major redevelopment of Elizabeth Terminal, which was approved in 2024. Work on the multimillion-pound project is expected to begin in autumn 2026, with completion scheduled for winter 2028.
The wider redevelopment will see the existing passenger terminal replaced and will include land reclamation to provide additional space for freight handling operations.
According to Ports of Jersey, the scheme will also feature a suspended freight operations deck, requiring dredging and reclamation works, along with the construction of a concrete sea wall designed to reduce wave impact and help protect the area from erosion.
The redevelopment is intended to modernise the terminal and improve facilities for both passengers and freight services.
