Jersey taxi rules to undergo review amid calls for simpler system

Jersey’s taxi regulations are to be reviewed following concerns that the current system is too complicated, costly and difficult to understand.
Infrastructure Minister Deputy Jonathan Renouf confirmed the review while responding to questions from Deputy Samantha Gleave, who called for changes to make the taxi service more flexible and accessible.
Gleave asked whether the regulations could be simplified to reduce costs, improve flexibility for drivers and operators, strengthen the island’s night-time economy and increase the availability of taxis.
Renouf said those issues would form part of the review, while stressing that any changes would also need to ensure drivers and businesses could continue to make a living while providing an effective service to passengers.
Minister says current system is 'unacceptable'
Renouf said he had a legal responsibility to ensure islanders had access to an “adequate, efficient and reasonably priced cab service” throughout Jersey at all times.
However, he acknowledged that the existing regulatory framework was not working as well as it should.
He described the rules as “overly complex” and lacking transparency, adding that it was unacceptable for some requirements to remain in place simply because they had become established through convention.
The minister said his goal was to create a clearer regulatory framework based on legislation and government policy.
Under the proposed approach, requirements would only remain where there was a clear justification for them. The rules would also be published in a way that allowed drivers, operators, passengers and future ministers to understand exactly what was required and why.
Review to examine unfinished reforms
The review will also consider which elements of reforms introduced in 2015 remain incomplete.
Renouf said the government would consult with the taxi industry and other relevant groups before finalising any changes.
The aim, he said, would be to establish a regulatory system that works effectively for the industry while delivering a reliable service for islanders.
