Public Health Chief Urges Caution as Jersey Lifts Longstanding Happy Hour Ban


Jersey’s Director of Public Health has called on islanders to drink responsibly following the end of a decades-long ban on drinks promotions, including happy hours and two-for-one offers.


The Licensing Assembly voted last month to lift the 38-year restriction, citing evidence that the ban may have inadvertently fuelled binge drinking and encouraged more consumption behind closed doors.


The change allows hospitality venues across the island to reintroduce promotional offers for the first time since the 1980s.

Professor Peter Bradley, Director of Public Health Jersey, acknowledged the shift in social drinking patterns but emphasised that drinking at home remained a health concern. He stressed the need for moderation and mindful consumption.


“Unhealthy drinking at home is still something we’re concerned about, even as social drinking in public venues has declined,” he said. “We’ve worked closely to provide input on the reform of licensing laws, and our focus remains on promoting safer, healthier drinking behaviours.”


Prof Bradley urged islanders to take simple precautions when consuming alcohol, such as staying hydrated, eating before and during drinking, and choosing lower or non-alcoholic alternatives where possible.


The most recent alcohol profile report from Public Health Jersey reveals that islanders consume an average of 10.8 litres of pure alcohol per year—roughly one litre more than the UK average.


“We encourage everyone to be safe and sensible when enjoying a night out,” Prof Bradley added. “The return of drinks promotions need not mean a return to risky habits.”
