Jersey Telecoms Regulator Given Expanded Powers to Strengthen Network Security

The regulator responsible for overseeing Jersey's telecommunications sector has been granted enhanced powers aimed at improving the security and resilience of phone and internet services across the island.

The new legal measures give the Jersey Competition Regulatory Authority (JCRA) greater authority to monitor telecoms providers and help safeguard networks against cyber threats and service disruptions.

Under the updated framework, operators will be required to report incidents that affect their services, strengthen the design and security of their networks, demonstrate that appropriate cyber security measures are in place, and maintain effective risk management processes.

JCRA Chief Executive Tim Ringsdore described the changes as a significant development for the island's telecommunications industry.

He said the new powers recognise the vital role that communications services play for residents and businesses and help ensure networks remain secure and reliable.

"The JCRA has worked closely with government partners to ensure the new requirements are both appropriate and proportionate for Jersey," Ringsdore said.

"Islanders and local businesses must have confidence that communication services will be available when needed and protected against emerging threats."

The regulator said the strengthened framework follows similar approaches adopted in the UK and other jurisdictions to improve telecoms security standards.

The JCRA will be responsible for overseeing compliance with the new rules and, where necessary, taking enforcement action. The authority said the measures reflect the potentially serious consequences that major service outages could have for consumers and businesses.

To help providers adapt to the changes, the regulator said it will offer reporting tools, monitoring support and detailed guidance throughout the transition to the new regulatory regime.
